FUNDAMENTAL  PURPOSE  –  To  manage  EHS  aspects/hazards  at  daily  basis,  including  the  fire  prevention  and  security.  Implementation  and  monitoring  of  Environment/Health/Safety  (EHS)  Process  in  PPG  Songjiang  plant  to  comply  all  with  legal  and  company  EHS  Requirements.  Work  closely  with  Songjiang  Operation  &  technical  team  to  set  up  and  maintain  PPG  EHS  management  system  and  monitor  EHS  performance  in  Songjiang  plant.

ACCOUNTABILITIES

1. Implement  PPG  EHS  management  system  to  achieve  the  EHS  excellent  in  Songjiang  plant.
2. Lead  the  EHS  organization  to  establish,  monitor  and  achieve  the  sustainability  goals  and  EHS  KPIs.
3. Conduct  the  EHS  Risk  Identification  &  assessment  for  the  potential  hazards  through  Job  Safety  Analysis,  PPE  assessment,  Environmental  Aspect  Matrix,  annual  risk  prioritization  etc.  and  tracking  the  implementing  of  recommended  actions.
4. Implement  PPG  Life  Critical  Rules  in  PPG  Songjiang  Plant.
5. Provide  EHS  support  and  consultation  to  facilities  in  Songjiang  to  achieve  compliance  with  PPG  and  national  regulations  by  working  with  location/field  management  and  PPG  China  EHS/PS  associates.
6. Be  responsible  for  EHS  related  governments’  liaison,  to  maintain  the  EHS  permits  and  regulatory  conformance.
7. Convey,  as  appropriate,  EHS/PS  knowledge,  practices,  technologies,  and  implementation  strategies  successfully  used  by  others  inside  and  outside  of  PPG.
8. Participate  in  new  project  ACT  EH&S  reviews,  audits,  and  approval  processes.
9. Maintain  and  enhance  PPG's  community  image,  especially  on  EHS  aspects  in  Songjiang.
10. Develop  and  implement  a  strong  EHS  performance  culture  throughout  the  organization  with  all  levels  of  employees  through  communication  processes,  EHS  Process  gap  analysis,  effective  training  programs,
11. EHS  performance  appraisal.
12. Identify  and  setup  the  risks  matrix  and  approve  relevant  work  permits  in  Songjiang  plant.
13. Setup  and  update  the  Emergency  Response  Plan  in  Songjiang  plant.
14. Coordinate  the  Implementation  of  PSM  programs,  based  on  Corporate  EHS  strategy
15. Work  together  with  HR  on  occupational  health  checking  and  monitor  the  staff  occupation  health  trend.
16. Implement  the  company  IH  sampling  plan,  monitor  the  IH  status  in  Songjiang  Plant.
17. Firefighting  system  maintenance  to  fulfill  company  and  regulation  requirements.
18. Work  as  the  security  leader,  to  maintain  Songjiang  plant’s  day  to  day  security.
19. Other  tasks  related  to  EHS  management  System.

Requires:
- Bachelor’s  degree  in  chemistry,  safety  engineering,  environmental  engineering  or  equivalent.
- 10+  years’  experience  in  chemical  industry.
- Complex  problem  solving  skills  and  ability  to  motivate  others  in  cooperative  effort.
- Strong  influence  skills,  communication  and  interpersonal  skills.
- Specialized  or  technical  proficiency  in  Environment,  Health  and  Safety  combining  a  broad  understanding  of  involved  practices  or  principles.
- Have  proven  experience  in  ISO14001  or  OHSAS18001  or  similar  EHS  management  system.
- Familiar  with  China  EH&S  legislations  and  regulations.
- Innovative  thinking  challenge  involving  variable  situations  requiring  analytical,  interpretive,  evaluative,  and/or  constructive  thinking;  original  thinking  based  on  analysis.
